Regardless of service ( sinks, pipelines, gas mains etc) and nothing to with the water swirls down the plughole.
Nothing to do with valve seat type, or whether they were open or closed when installed.
Can you imagine the chaos and stress caused if people mixed this up.

If you're talking about the old fashioned taps, then it would be anti-clockwise for both.

If however you are talking about wall mounted taps of a modern design, then it would quite often be an anti-clockwise close mechanism for the cold tap on the right, and a clockwise close mechanism for the hot on the left. (or sometimes vice versa)

I had the very design installed in our kitchen (I was quite proud of this idea of using wall mounted taps set in to a kitchen breakfast bar as I hadn't seen it done anywhere else before :D):

As you can see, the cold valve on the right is opened clockwise (the left anticlockwise), and it feels completely natural. :)
